The first printing of this stamp on 1 January 1901 represented the introduction of a one penny universal postage rate for New Zealand. However, the United States, France and Germany refused to take them as they considered the rate too low. Contrary to such fears, the New Zealand Post Office saw an increase in mail volume to an extent which offset the loss of revenue from the lower rate.
