Under Chairman Mao, stamp collecting was banned as it was considered a bourgeois activity. Mao died on September 9, 1976.
During the Cultural Revolution under Mao, China's participation in global events was severely restricted. This miniature sheet was issued to commemorate China’s participation in the Riccione International Stamp Fair in Italy. Attendance at this event was of historical importance as an important step in China's re-engagement with philatelic exhibitions.
Philately was an important medium at this time as a means of showcasing the cultural heritage and modern accomplishments of the country.
The design was intended to highlight traditional Chinese artistry and was issued for specific distribution at the stamp fair. Because of this, distribution in China was severely limited making it a desirable and difficult miniature sheet for Chinese collectors to source.
