Great Britain Rowland Hill Plan for Postal Reform. In 1837 Sir Rowland Hill published a detailed plan entitled ‘Postal Office Reform It’s Importance & Practicability’.
This incorporated a pre-paid uniform change of the One Penny per Half Ounce on letters sent within the United Kingdom. It’s adoption on 10th January 1840, thus enabling the introduction of stamps & postal stationery the following 6th May.
Letter from Rowland Hill dated March 1837 seeking support for his plan “I send you a copy of the (3rd) published edition of post office reform” ” the use of stamped covers is particularly liked by government”. A key piece of GB postal history.
